      There are 4 kings and 4 queens in a standard deck of 52 playing cards. Therefore, there are a total of 8 cards that are either kings or queens.

      The probability of drawing a king or queen on the first draw is the number of kings or queens divided by the total number of cards:

      P(king or queen on first draw) = 8/52

      Simplifying this fraction gives:

      P(king or queen on first draw) = 2/13

      Therefore, the probability of the top card being either a king or a queen is 2/13 or approximately 0.154.
